We are searching for a visionary leader to set the course of financial growth and security for our next generation of learners. Our growth demands a financial leader with experience in construction funding, collaborative budget planning and forecasting, and proactive communication with all members of our educational community.
This is a cabinet level position reporting directly to the Superintendent with contract terms to be determined based on experience and qualifications; salary starting at $150,000+. At least five years of PA public school finance experience required, five years of supervisory experience required, MBA preferred. The successful candidate will have an opportunity to help select an Assistant Director/Controller.
The Director of Finance is responsible for the financial health of the School District. S/he is tasked with analyzing, reporting, and managing short term and long term District finances to the School Board, including trouble-shooting, problem solving, and financial forecasting.
ESSENTIAL FUNCTIONS:
- Create the annual recommended operating budget for the District.
- Assist administrators with development of their budgets.
- Work with Superintendent and School Board budget committee to achieve final by June 30, annually.
- Management of the daily operations of and supervision of District Business Office staff, including but not limited to general fund accounting, tax collection, payroll, accounts payable and purchasing personnel.
- Maintain the books and records for the District and preparation of monthly and annual financial statements.
- Manage District investments, and insurance programs.
- Oversee the accounting for the athletic fund and student activity accounts.
- Organize and arrange the supporting documentation for the annual audit of the District’s financial statements, the periodic state audits, and any other audits.
- Participate in negotiations with vendors for contract pricing for services and products.
- Provide financial analysis support for, and participate in the collective bargaining processes.
- Develop District financing/refinancing strategies for School Board approval.
- Lead the development and maintenance of effective procedures and controls for expenditures of all school funds in accordance with the annual school budget, subject to the direction and approval of the Board.
- Maintain a 5-year budget forecast at all times for review by the School Board Finance Committee. The forecast will include a sensitivity analysis for revenue and expenditures.
- Administer and oversee collection of taxes levied by the District including property tax, interim property tax, earned income tax, transfer tax, occupation tax, and per capita tax.
- Oversee food service and transportation functions of the District and serve as District liaison with student transportation bus contractor and food service contractor.
- Attend all School Board meetings (including Workshop meetings), at the discretion of the Superintendent of Schools.
- Other duties as may be assigned by the Superintendent and/or School Board.
